New build will not actually shut down

I just built my wife a new Ryzen 7 PC and it refuses to shutdown. I have disabled the Windows Fastboot. I have checked that drivers were installed. I think it may have something to due with the boot disk being a Mobo RAID but I am unsure. Please help...

So I'll shut it down and Windows seems to shut down but the PC does not. I've tried disabling Windows fastboot, disabling USB suspend in power settings, using shutdown /s, reverting my BIOS settings, and tons of other things I've found online to no avail.

Try to turn on pc in safe mode and then shut it down to maybe eliminate driver issiues

Okay so I checked and it does shut down in safe mode. I am guessing this must be a driver issue then. I am unsure what driver it is and downloaded all the latest from Gigabyte's website. How can I get info about what driver it might be?

Ive read that the built in wifi card in mobo might cause the problem, try disabling it. And with drivers you just got to try one by one i think starting from the key components

So there are no WiFi divers because there's no WiFi on the card but it does seem to be the Ethernet drivers

Edit: I tried updating them. I tried reinstalling them. I tried removing related software. Unsure what else to do at this point. The board is Gigabyte X370 Gaming K7. The drivers causing issues are Intel I221 and Killer E2500. I have tried both of them and both are the issue which is why it makes me think it may be beyond the drivers. I also made sure to find everywhere I could to disable Wake On Lan.
 
can be two issues. one can be old anti virus software that trying to scan the hard drives/ssd at shutdown and is locking up the shutdown. try uninstalling it and try one of the newer free ones like bitdefender. if it not anti virus try clearing your cmos and updating the bios.

The BIOS might be the problem as you said. This board had a F5 version of BIOS that was disaster so as mentioned later updating BIOS could solve the problem

I have updated the BIOS to no avail well before doing most of these other solutions. After some more testing I have discovered that the issue only happens when my PC is connected to the internet. Unsure why that is though. I am thinking it is a program causing it so I will be trying to shutdown individual programs to find which.

As for the AV being an issue. I never have AV's they just eat up resources. If my PC starts having issues I can reformat and I have a pretty good idea of when a virus has touched my PC from previous experience.

This is not virus related. It would be impossible for a virus to have caused this as it is a BRAND NEW BUILD. I have already been removing programs from startup however none seem to be the issue.

No printer and pretty sure serial ports are nonexistent in modem PC's the only USB devices are the keyboard and mouse so I don't think that's the issue. I'm not using the PCIE x1 slot either.
