i would highly recommend not doing that. Most PSU that i have taken apart do not have the same pin config as a standard case fan. A lot of the new PSU actually dont spin the fans unless needed to by heat, which means the lights wont come on unless the fan is running.
Is it possible to swap out my Corsair rm650x's fan for something like a Corsair LL120?

It's very dangerous doing this as there is always residual electricity in a psu. This can result in serious injury. Also your rm650 won't be using it's fan most of the time since it's a very efficient psu that usually does not need it's active cooling resulting in your rgb not showing.
I'll add that it's not a good idea.
You'd also need to think about how you'd get the LED power/control cable run to the Corsair RGB lighting hub. Contrary to faalin's comment, the Corsair LL series will light up when not spinning ... but that's because it has a separate power source for the RGB lighting. Running that outside the PSU would be a challenge.
