Graphics not detected, fan running, after swapping CPU and installing new RAM

We've got no graphics after swapping out the CPU, and installing new RAM. Fan running but no signal detected.
I gave the fan a little 'clean'. Hoping that's not what's done it.

CPU q6600
Mainboard g31m v4
CPU, Mainboard, bias are compatible
Gpu is ATI
Ram Samsung ddr2

(edit: spec that I forgot to include last)

Verify you seated the CPU correctly and look for bent pins on the motherboard. Also, verify the RAM sticks are seated correctly. Do you hear a POST beep? If you hear several beeps or no beep, these are indicators that the memory or CPU are not installed correctly.
