Does my cpu cause stuttering for a gtx 1060?

So i've got a computer that i've bought and it has a Gtx 1060 3gb dual fan, an I5 3330 3.0ghz, a Samsung 120gb ssd and 6gb of ddr3 RAM. I have noticed that when i play i.e rocket league, theres sometimes parts when the game freezes for a sec and does it again every few minutes. In League Of Legends the game sometimes drops to 30fps for like 6 seconds and then continues on normally. I have also checked that when i play minecraft the cpu usage goes usually up to 100%. (the cpu fan is dying everytime i play minecraft) should i buy new RAM, a new CPU or just a new CPU fan? I shouldnt expect any stuttering since i have an ssd but i guess not.

For your cpu a stock heatsink and fan is plenty. Try new fan if doesnt help chech you heatsink maybe it has come loose. Dont worry you dont need new cooler for 30 € and stock intel fan are very comon. Game cpu intensive minecraft or program like prime 95 ist very simple to use and it only few MB. At least few minutes 10 min ins good time for stock heatsink.

your heatsink is fine you just need new fan, the fan can be detached by pushing plastic pins , try to look after an old pentium fan in your house or friend, or try to buy old fan on shopping sites in your town. This is like 5€ repair at max and under 5 min, u dont even need to unscrew you heatsink.
Edit: if not plastic pins then screws, doesnt matter its very simple.

Stuttering is usually because of insufficient cpu capability.

1. To eliminate thermal throttling as a cause, check your cpu temperatures.
HWMONITOR is a good utility to do so.

You should see 10-15c. over ambient . If it is significantly higher, your cpu cooler might have come loose.
If your cpu reaches 100c. under load, it will slow down or shut off to prevent damage.

2. How is your case cooling? Any cooler needs fresh air to do it's job.
Try taking the case covers off and direct a house fan at the innards. If that fixes your problem, look to case cooling solutions.

3. If you need a better cooler, I like the scythe kotetsu for about $35 if you have 160mm height available to mount one.

Brother he was fine, until dying fan dont think his settup is making much heat. And yes cooler might have come loose but hes said that is fan but its an option. Your i5 3330 doesnt need more cooling just new fan. I could torture my i5 3470 with stock cooler on prime 95 max 72C.

So I played Minecraft and the temps were actually pretty normal (for some reason) the highest temp was like 57°C and normally 55°C. But i used speccy so I dont know if it really matters. I want to try it again with some different game next time but ill still consider buying a fan.
