And will i need to upgrade my bios for the 6th gen processor on this MB?

No, the H110 should support the i5-6400 out of the box.

Decent enough system; the CPU could pair with stronger GPUs of course, but the market is what it is.
Is that DDR3L? The memory controller for Skylake is only rated for DDR3L (1.3V IIRC), 'standard' DDR3 is 1.5....

What "460W PSU" specifically? Doesn't tell us much.

Depending on your budget/availability, a 7th Gen i3 + B250 board might be the better idea, but you'd need DDR4

Psu is FSP460-60HCN
my current MB is FM2-H55M-P33.
and i have the rx 460 already so i cant really afford to buy any stronger gpus at the moment or new ram...

Your build is okay although you might want to spend more money on your GPU at the sacrifice of your CPU. 460 is more than enough for this build, I actually worry that you are buying a low grade PSU in favor (favour?) of more watts. Don't cheap out on your PSU, not a good idea. If you like I can assist you with picking components for a match build, just supply your country of purchase, budget and links for any preferred online vendors. Also indicate if you need the following: 1) OS, 2) Monitor, 3) keyboard/mouse, 4) wifi card.

You will not need a BIOS update for Sky Lake CPU's (6th GEN), just Kaby Lake CPU's (7th GEN)

While I agree with the sentiment, I don't believe you can buy that FSP unit anymore (it's about 5 years old) - so I would guess the OP already has it from an old system.

FSP, as an OEM don't make any "junk" units..... but it wouldn't appear that specific PSU is one of their better offerings though. Likely akin to something like a CX430 of the same era.

34A on the 12V Rail less degration..... should still be more than sufficient for the proposed build.

On the H110 board? Yes. DDR3L is expensive though (relatively speaking).

If you're on a strict budget... depending on the CPU you have currently, an upgrade to an i7 within the Gen (i7-860, 870 or 880) would be a more affordable option.... and should pair well enough with the RX460....

2133MHz is all that's necessary - on the H110 board, the 2400MHz DDR4 will be limited to 2133MHz anyway.
