My cpu is only using 30% in gta v

So i just got a new pc, but when i play gta 5 the cpu is only utilizing 30% and yes the fps were not so smooth and i already have vsync off

Ryzen 5 1600
Gtx 1050 ti
8gb ddr4

Total cpu usage is meaningless, what are each cores usage?

What FPS are you getting, what’s your gpu usage and what resolution are you running?

Well i use the stock wraith spire cooler, but i don't think it's thermal throttling because i monitor the temperatures of my cpu and gpu, and my cpu ia only at around 45°c maybe 47 highest, and turning the settings from high/very high to the most minimal settings only increase about 5-10fps, so i don't think it's my device capability either
