i7 6700HQ extreme heat and throttling issues

Hi guys,

I have a Dell XPS 15 9550 with a 6700HQ and a 960M. Starting around November I started to have severe issues and overheating when gaming, causing thermal throttling and power limit throttling, which I hadn't really observed till a couple days ago when I decided it was time to find a solution(haven't really gamed because I don't want to destroy my CPU).

So I have used intel's XTU to undervolt the CPU -0.140V, which had good results initially, but now it seems like it hasn't fixed anything. Idle temps are pretty good and cool at 40/50 C, but gaming always goes up to over 90 C within minutes, and the fans are never on full blast for some reason. I also tried underclocking the CPU from 2.6 to 2.2 Ghz, this dropped temps in the stress test by around 8 C, but is not reflected in gaming. I also reapplied thermal paste to the CPU and GPU last night, good initial results, no change in stress test/gaming. One more thing I noticed in XTU is that the package TDP never exceeds around 17W. I know the CPU takes up to 45W, so I'm not sure if maybe its not receiving proper power somehow, and wouldn't know how to change it. I've done tons of digging the past two days but none of this seems to be working.

I really have no idea what is going on as I did not have these issues until what may have been a BIOS or software update in November, after which the screen lit black whenever I powered it on and I had to reset the laptop after much effort. The motherboard was replaced by Dell in December after what I believe to have been a software update frying the board. Any help is appreciated.

Maybe someone else has some secret answers for lowering temp an easy way. But I know the best way to lower temp on your CPU (and even GPU) is to replace the stock TIM (thermal interface material) with liquid metal, applied directly to the CPU die. It lowerd my i7-7700K temps by 20C.
