Scratched my motherboard.

I scratched my motherboard while switching cases. Two tiny chips came off. I tried running it any way. It seems to turn on for one second then turn off, wait a few seconds then repeat. I noticed that everything time it turns off, the hdd led turns on for a split second then everything turns off. I checked toy any short circuits but couldn't find any. I put washers on all of the stand offs. I was wondering if this was a short circuit problem or if it was me scratching my motherboard that cause it. I'll provide an image of my motherboard below.

Cougar 600 watt psu

Solution
Chances are those 2 are capacitors or resistors. They are not chips as in a full logic IC. You need to get those soldered back on, or you will be having a really bad time. No idea what those impact, but the resistor capacitors are usually required to keep signals and voltages clean, and not having them will lead to unstable systems.
