Internet Speeds A Lot Slower Than What I'm Given

I tried downloading a file that was only 15mb but it takes like 20 minutes, and I've got a download speed of 40+ mbps. I tried updating my system, chrome, and checked that nothing was already being downloaded or uploaded. What should I do?
Please help me out.

Maybe the best way to show this is for you to go to the speedtest.com sites. Let the test run on the defaults. Now pick some other cities and see what you get, pick data centers in other countries.

You will see that the number you get is not very consistent.

Real file downloads have even more things that affect the transfer rates. In most cases the slowness is not related to your computer. Sometimes it is a browser or app issue but most times it is either the path to the server or the server itself causing the problems.

Where were you downloading the file from? Your download speed is not the only consideration - the server you're downloading it from plays an equal part.

Is this specific to one site? One device? Can you download the same file, faster, on another device (cellphone, perhaps?)
