FPS drop when upgraded to windows 10

In my quest to stream, i needed to upgrade to windows 10 for some software to work. Turns out, the hardware I got was bs and now im returning it. Its currently out of my case and not plugged into the pc. But, before I upgrade from Windows 7, I was getting constant 200 fps in Overwatch, even if I had other programs running. After Ive upgraded to windows 10, Im getting maybe 60 or 70 fps, which I can not play with because it hurts my eyes too much. Ive shut down everything that could possibly be causing fps drop, even tried the game by itself and nothing work. I dont know what to do. anyone help?

Everything else is irrelevant. Yes I have a monitor that can display it, yes its on best performance, no obs is running. Yes Ive reinstalled the latest graphics software.

Specs:
i7 - 4790k Quad core w/Hyperthreading.@ 4.3 Ghz
16 GB DDR3 RAM
250 GB SSD which the OS is on
500 GB SSD which is what the game is on
GTX 1060 6GB MSI

 
Solution
- Start by making sure game mode is disabled and also turn off Xbox DVR through the Xbox app.

- Check in your nVIDIA control panel settings and ensure the image quality is set to max performance or let the 3D application decide. Also make sure vsync is not enabled in either your game or nVIDIA control panel.

- Are there any processes in task manager using up large amounts of CPU or using the GPU at all?
