Can my psu run it?

I'm planning to buy a new pc.
With
Motherboard is gigabyte ga h110m s2
Pentium g4560
GTX 1050 ti
8gb ddr4
My psu is from frontech 450 watt psu. Has 19 amps on 12 v rail

Your PSU can be used for normal purposes but not with GTX 1050ti. Use always minimum 550watt supply now a days with better amperes. Like 24amperes on 12v rail (suppose its single channel rail). Using 1050ti on 450watt PSU is risky one, so don't do this and get a better PSU.

Like 24amperes on 12v That would be a 288 watt power supply.

I would not use that very low quality. If your spending the money on new parts then buy a decent power supply.
300 Watts would run that PC just fine BUT I don't know of any good ones in that wattage.
What to buy would depend on where you can buy parts from.

Yes, its not only depends on how many total watts of PSU is when GPU situation comes. It heavily depends on 12v rail. Some PSU of 400watt also works after installing 1050ti (this GPU draws less power and gives more performance). So 19amperes on 12v rail is little risky. Better to buy better supply with better amperes on its 12v rail.
