Buy a new CPU Cooler or Thermal Paste

I have this computer for almost 2 years now, and recently I noticed a temperature bump of the cpu in temps up to 111 degrees Celsius. The Specs are:

A8-7600 4C/4T
Stock Cooler

Should I change the stock cooler or just change the thermal paste?
If thermal paste, I'll be buying the Noctua NT-H1 Thermal Compound. (395 pesos/ $4)
If CPU Cooler, I'll be buying the Cooler Master Blizzard T2 Mini CPU Cooler. (760 pesos/ $16)

Both items are in my budget of $20 or 1000 pesos in my country but I want the more cheaper option.

111c? Are you serious? If that is correct, that chip will die and very soon if let run at that temp.

The cooler is not mounted correctly, nothing else I can think would explain temps that high. It must b e throttling and is still managing to hit 111c. Are you sure that is not Fahrenheit? I almost cant believe that temp is even correct.

I don't think those temp readings are correct. With AMD cpus, some temp monitoring software gives incorrect readings. Download from AMD's website "AMD Overdrive". It should give you the correct readings. Rather than give the actual cpu temperature it will show "Thermal Margin", which is the number of degrees you are away from the maximum safe operating temperature for your cpu. So a larger thermal margin is better. If you do get a thermal margin approaching 0 degrees, then indeed you are overheating. You can run the stress test within AMD Overdrive to test your thermal margin under load.
