Fan and speed?

The center fan isn't actually over a heatsink the way the other 2x fans are, it's over the edges and the heatpipes. Spinning slightly slower shouldn't hurt anything.

I don't think so, maybe they need cleaning or something like that. Do they make a weird noise or something?
Naturally you're able spin your fans with a blow and after spinning them manually, the fan should make a slighty tickle in the opposite direction (that happens because of the magnetism of the parts and other I can't remember). This should be happening, if the slower fans aren't behaving that way them maybe something is obstructing them
There are a few videos on youtube teaching how to disassemble the GPU fans and cleaning them safely, I'll recommend you that

Yeah thanks, although I’m not going to disassemble a brand new strix 1080ti. Also the fans sound completely normal and I’ve noticed slight variation for speed in all the fines it’s just the centre one is more noticeable during gaming. When I say noticeable I’m using a high powered led to look at it

There's always at least a ±5% rpm difference in any comparison of fans, even with the same source. Junky fans can have as much as ±10% difference.

When you are gaming, those fans are spinning at high rpm, say 1500-3000, and with a 5% difference both ways with the center/outside fan, that's a 10% overall, so speeds could possibly be 150-300 rpm different. More likely it's a @5% total difference, but that's still 75-150rpm difference. That'll be noticeable under a light that's acting like a vehicle timing light.
