Custom build PC locking up

I built my first PC last week and it has been running fine until today, a few minutes after start up with will freeze completely to where the mouse and the keyboard are unresponsive. I've tried reinstalling windows 10 and starting fresh but it still freezes. Sometimes when restarting it says there was a problem with windows. I tried to reinstall windows via USB and it still froze.


I took it to a repair shop they tested the RAM and the GPU separately both were working fine, they reseated everything and it still froze, they said it was probably the motherboard so I had it RMA's to MSI and they sent back a new one.
It's still locking up, I took it to a commercial store today and they couldn't even run tests on it because it kept locking up during the diagnostics.

Since it's a hard lock up there is no crash log

I'm clueless now

The first repair shop said it was either the motherboard or the CPU, so I just wanted to check again before I RMA the CPU
