Bad pc performance

Okay, so i have had my custom build pc for about 1 month now and my specs are;

Cpu: Amd Ryzen 3 1300x
Ram: 8gb ddr4 2400mhz
Gpu: Gtx 1060 3gb (zotac mini)
Mobo: msi b350 pc mate
Psu: vs550w corsair

And if i look up benchmarking video's from people with the same specs i can see that they have better performance than i do. i can only get like 70 fps in pubg with everything at very low but this man can get around 90-100 fps with meduim/high (and i have a better processor than him).
I would really appreciate it if someone could find a solution for this.

Just around 60 FPS on a GTX 1060 3GB is normal for PUGB assuming you both run 1080p. You would need a 1070 GTX at least to get 70-80 FPS with a Ryzen 5 1600. It sounds like the video is the problem and not your PC. The video is either lying or he's doing some tweaks to get more frames. I see this a lot which is why I recommend never using YouTube videos for references. They care more about views/subs then helping people.

Since 84FPS is what you would get with a 7600K (25% faster than 1300x) and a GTX 1070 (50% faster than 1060 3GB), I doubt you get 90-100FPS with your setup. I think you've been mislead.

How can i make sure that my cpu or gpu isn't capped

Try doing a benchmark for both CPU and GPU and see the clock speed in task manager.

50-70fps with a ryzen is absolutely normal.
I cant see any reason why you'd have to play at very low - the cpu has very little effect on settings.

Medium should give you virtually the same fps.

Even an i7 8700k will be down to 60-70fps at some points in pubg - & thats the pinnacle of currently available desktop cpu's!
