Computer seems to be limiting my speed to 100/100 Mbps

For some reason my computer seems to be limiting my internet connection speed to 100/100 Mbps. When I unplug the ethernet cord from my Desktop and plug it into my wife's laptop (with wi-fi disabled) I can get speeds up to 600-700 Mbps so that rules out any hardware from Router to Computer which means it must be some kind of limitation software wise because hardware wise my computer should be able to handle it.

Motherboard: Gigabyte GA-X79-UD5

Any suggestions would be greatly appreciated because I've sorted through the cables, hardware, and settings (speed and duplex as an example) and I can't seem to find the issue.
 
The most likely problem is the cable. Cables are strange they can work on one machine but not another.

Other than you setting the port to 100mbps there is not much else. You want to leave the port on auto. The hardware detects and negotiates the best speed it thinks the cable can run. Pretty much if it is not the cable then you have a bad port in your computer which can not be fixed so you really want the problem to be a cable. This is done at a very low hardware level so it is not a driver thing.

Used a Cat.5e cable that was brand new so if that's the only option guessing the port has issues which is unfortunate because the motherboard isn't that old. I had higher speeds before with my other cable as well so it seems weird that now it would be limited.
