Would you call this machine a Gaming rig?

The computer has the following specs

2nd Gen Core i5-2310 @ 2.9 GHz (Intel)
2 x 4GB DDR3 RAM, 1333 MHz (G. Skill Ripjaws X)
2 GB DDR5 GT 1030 @ 1240 MHz (Zotac)
1 TB 7200 rpm HDD (Seagate Barracuda ST31000524A)
H61 Motherboard 0GDG8Y (Dell)
250 Watt OEM Power Supply (Dell)
Windows 7 Home Premium 64x SP1

Is this a powerful machine? If no, would upgrading the processor from 2310 to 2600 make a difference? I'm not willing to upgrade gpu as it would force me to upgrade the PSU as well which i do not wish to do.

If it's a gaming rig, it's a very basic gaming rig. Med settings at 1080 for most games is probably best you can do. 720 res might be needed for some games. It's ok, but nothing to brag about.

As I have a 1366 x 768 Monitor, i'm limited to 1366x768 only so it should be fine i guess.

Thanks. Upgrading the choice might not be a good idea. Well that's the only thing i can upgrade without having to upgrade the PSU that's the only reason why i thought about this.

Dont waste money on this system because it will limit your upgradeability in the future which cause spending more money to deal with. So what I recommend is wait a little more and build a capable system. Or just like I did buy parts individually when you have enough money.
 
There might be a couple of games that would need more threads, so a 2600 would help with those. Not enough to make it worth it in my opinion.

The videocard is the limiting factor here. Your i5 is capable of more than a 1030 will allow. However, since you're at 1366x768 I think you have enough videocard for most games. So yeah, I'd call this a pretty good 720p gaming computer. Someday if you upgrade the monitor you'll be able to play esports games at 1080p with it.

Even if it's a good 720 gaming machine, I wouldn't call that a gaming machine. We are finally moving on from 1080. Meaning even 1080 isn't considered a gaming machine for some people anymore. Any machine that can barely handle 720 wouldn't be considered a gaming machine by most people.

The original xbox and PS2 were 480 gaming machines. Would you still want one? Do you long for new games to come out on the PS2? Original xbox? Time marches on, 720 like 480 is done.

I wouldn't say it is, maybe it could play a few MMO's on low settings or run emulators/play old games. But it seems a bit too underpowered to be a "Gaming rig"
