PC reboots after 5 seconds and no post/display and fans full speed

Setup: Customized Dell Studio 540
Motherboard: Dell 0M017G
CPU: Intel Core 2 Quad 8200 @ 2.33 GHz
RAM: 4x1 GB DDR2 PC2-5300U
PSU: BestTec 300W
GPU: AMD Radeon HD 8470 OEM

I've searched for a similar thread and haven't found one, so here it is:
- When I first press the power button, the PC starts and stays on for approximately 5 to 7 seconds. At this point, I have no display, no beeps, no power to USB devices, but the fans are spinning and the hard drive turns on.
- Then, it shuts down and stays off for another 5 to 7 seconds.
- Then, it reboots on its on (The only thing I did at this point, is press the power button once). Again, I have no display, no beeps, no power to USB devices, and every fan spins.
- Then, every single fan except the PSU's starts increasing in speed; the air inside the case is starting to get hot after a minute.
- Then, it gets even hotter and every fan seems to go to its maximum speed. The longer I keep the PC running, the hotter it gets.

Here is a list of things I have tried yet:
- Changed the CR2032 CMOS battery and cleared the CMOS (once changing the jumper and once taking the jumper out)
- Used only one stick of RAM
- Used a different set of RAM (4x512 MB DDR2 PC2-6400U)
- Used a different CPU (Intel Core 2 Duo E5200), removed the graphics card and tried the on-board video
- Used a different, older PSU (500W)
- Tried a different CPU cooler and reapply thermal compound (Stock Intel cooler with Arctic Silver 5)
- Tried taking out the motherboard and putting it on a piece of cardboard
- Tried cleaning every single slot in the motherboard using a compressed air can (including the CPU socket)
- Checked the CPU socket for bent pins or dust
- Tried reseatting the CPU, RAM, graphics card and power connectors (CPU 4 pins and 24 pins)
- Tried running with nothing plugged in, except for the power supply: no RAM, no hard drive, no graphics card, etc.
- Looked for ruined capacitors, but they were all good
- Let the PC run for an hour
- Tried taking out all the RAM to see if I could get a beep code (no beeps heard and still rebooted)
- Plugged in a USB keyboard and a USB gamepad to see if I could get them to turn on (no power/lights)

I've put a lot of hours into diagnosing and still, absolutely no progress has been made.

If you guys have any recommendations, please let me know. I'm desperate to make this PC work again.

1. It has Windows 7, but it doesn't even get to the BIOS, so it wouldn't matter in this case.
2. The 500W PSU is a Delta Power with an incredibly loud fan that cannot be replaced. I would use it if it wasn't so loud. If you think the problem may be the power supply, I could try using my other's PC XFX TS-Series 550W PSU.
 

An XFX TS-Series is a good quality PSU (re-branded Seasonic). I don't know if that will fix your PC but it eliminates one potential problem.

In the end, your computer is based on a motherboard with an Intel G45 chipset, which is now about 10 years old. It may be too much to expect it to still run reliably today. Parts degrade and wear out over time. All you can do is keep trying different configurations. Strip it down to as few parts plugged into the motherboard as possible and see if you can at least get into the BIOS. Other than that, i'm not sure what else to suggest.

Thank you for your help. In the end, I still have another working computer, so it's not that bad of an issue; I might just put this one aside for the moment. It's an old cheap low-end Dell motherboard after all.
