Technically the 4960X is better but I doubt you'd be able to see the difference.

Yea i do im baisicly thinking if should i upgrade my i7 3820 to i7 3970x or i7 4960x or should i rather buy a new monitor (4k one...) because right now i have old lg 1680x1050. Aha i still have one problem when i play games like gta 4, watch dogs 1... i get stutter while driving .-. So does anyone know what the problem is pls help me cuz i really dont know what to buy (new monitor or new cpu)

In that case, neither of those cpus are going to show a noticeable increase in performance, unless you have apps or games(very few at the moment) that will take advantage of the extra cores/threads. I'd say go for the monitor next, but be aware that a 1080 isn't the best at running 4k. You will need to turn settings down in some games.
There could be any number of issues with the stutter. What's in the rest of your current system?
It could be drivers, v-sync, etc... would need to narrow it down.

Only while driving? I'm wondering if it's actually screen tearing. Try switching v-sync on/off and see if it works.
If you had any other cards in your system prior to the 1080, you can try and run DDU: http://www.guru3d.com/files-details/display-driver-uninstaller-download.html Run in safe mode, and then reinstall the latest drivers.
