I am suffering stuttering and micro-stuttering in all games with a gtx 1060 (even in minimum game quality)

Hello, about three weeks ago I bought the GTX 1060 3GB from MSI and model Armor, the problem I'm having is that since I have this graphic I'm suffering from Stuttering and Micro-Stuttering in all games, no matter what graphic quality they are, I put it on Ultra and it does, I put it to the minimum and it keeps doing it. There are times where the frametime is about 8 - 10ms and suddenly increases to 20 or 30ms without any fps, so the framerate is always between 80 and 70 fps but the frametime sometimes goes up and pulls or freezes the screen is very strong, and sometimes it is very weak, that is the micro-stuttering.

At first I thought it was VRAM problem, but I put the game in its minimum quality, even at 720p resolution and still, consuming only 1.5 gb of vram, I still do stuttering, and the fps are always above 70 u 80, sometimes 100 what I mean is that when the pull happens, the fps do not go down. And neither can be other components that I know, because being all the minimum possible, the processor does not exceed 50% of use, the ram of luck if it reaches 5 or 6gb of 8GB that I have.

I already tried to do thousands of things, I already made 2 completely clean PC formats, eliminating everything from the cmd with the diskpart, installing all the drivers back from scratch, and still doing stuttering.

CPU: Intel pentium g4560
GPU: gtx 1060 3gb
RAM: 8gb (2x4gb) 2133 mhz

I think not, all the times I was analyzing the cpu with the msi afterburner very few times a CPU core reached 100% and I do not think that is the problem because it continues to do so while the cpu does not exceed 60% - 70% of use

I do not know, is there any way to see that with the afterburner or with another program? Because I can see it from the task manager, but it's a bit uncomfortable
