PC stuck in boot cycle (power on/off)

As above, PC is stuck in a power on/off cycle.
Yesterday I removed the CMOS battery which did help boot but today the same trick is not working.

Specs:

Mobo: ASUS Z97 Pro WiFi AC
CPU: i5 4690K
GPU: GeForce GTX 980 ti
RAM: 16GB Crucial Ballistix
256GB SSD
4TB HDD

Given all the testing, sounds like a motherboard issue at this point. A different PSU, no GPU, individual RAM sticks, researting CPU and cables all made no change. Its possible its the CPU, but tgat is rare, and usually you would stay powered on with 00 q-code.
OK, just wanted to be sure you had a quality PSU and limit the chances of it causing the problem. Low quality units can cause all sorts of issues. At this point, I would re-seat all your cables, GPU, RAM Modules one at a time, ect. Do you have any overclocking setup, I'd also consider setting back to stock temporarily just to test.

Reconnect all cables and then run a basic configuration for starters - 1 RAM stick in use, on-board GPU instead of external, no external fans etc. Gradually reconnect components if system is stable. This way you can potentially identify when the reboots start.

So with the time Ive had today Ive tried all different sorts of RAM configurations (1 stick, the other stick, swapping etc) but still no good. Ive also put the TPU switch back to off to reset the overclock but that hasn't helped either

Could you describe the boot cycle - are you able to go past POST / enter BIOS? Does it turn off or does it restart?

Try to reseat the processor and heatsink with clamps. Do you hear any strange beeps? Try to remove the GPU and use onboard graphics (if you get to that stage)

I press power, it starts to power up, but about 1 second later it powers off. It then turns on again for about a second then turns off again. This repeats. I have tried taking the GPU out and trying without it, this didn't work either. I have also reseated the CPU and this hasn't worked either. I do not get to BIOS and it does not beep.
