Getting lower fps on games than I used to

So I've recently noticed that I get significantly lower fps on games that I used to. my is fairly new, had it since October of 2017 so it isn't even a year old. For example on csgo, I used to get 300 fps when capped (no jittering) and around 500-700 fps when I had fps_0 on. I've posted about my issue with csgo on the steam forums and pretty much everyone has said that it is probably the new updates that are screwing up and I can live with that, but then I log on to insurgency which I used to get 450 fps on and now I can barely get over 120, usually is just 90 which is very very low for my build. But it's not just source games either, ive noticed changes in fps on gtav, and pubg, used to get 140-150, cant even break 100 now. Also I have checked for malware with RKill, Malware Bytes and Webroot, nothing. So I'm not sure if it is something wrong with my actual rig or my pc's settings, possibly game settings. Please, help...!
