Ryzen 4K Capability

All the research I've done says that GPU is what matters for 4K video playback, however on my Phenom II 1100T (yes I know it's ancient by CPU standards) when attempting playback of a 4K video (not encoding or decoding, just straight playback on the version of Media Player Classic that comes with K-Lite) CPU performance is pegged out and it won't smoothly play.

I have a Sapphire R9 380X for a GPU and all research I've done has told me that is more than enough to handle 4K video.

I'm looking to upgrade to a Ryzen CPU and motherboard bundle but I don't have a bottomless budget. What I'd like to know is, which Ryzen is the minimum that I need to be able to seamlessly playback 4K video?

Any Ryzen CPU will playback 4k video with your GPU smoothly. However that GPU, you'd need to use display port to get max framerate out of it, as the HDMI port is only HDMI 1.3 which only supports 4k at 30fps.
