Which is the better PC build?

Build 2 is better, better CPU, motherboard is about the same, better faster memory (memory speed makes a HUGE difference with Ryzen), way better PSU.

Why are you using a GTX 970 in that build? If you have it already and need to use it to get the better parts then do it. Otherwise a 1060 6gb is a way better choice. The 970 is outdated.

Interesting comparison. I'd definitely trade the EVGA 450W for a CX450 (2017). EVGA unit failed the overpower protection in Tom's review of one of the new ones.

But rather I would go with the GTX 970 build simply because of 2x4GB RAM (dual-channel) and the Ryzen 5 1600. The GTX 970 should hold it's own on high settings until a new next-gen GPU can be purchased. THough I would rather have the ASRock Pro4 mobo, i think the Ryzen 5 1600 and SeaSonic power supply would hold longer in to the future and support a next-gen card later this year or next year.

Btw, most GTX 970 can overclock to equal stock performance of GTX 980, which is also equal to stock performance of GTX 1060 6GB. I had one and I loved it.

I would personally go with the Build 1, although I never heard anything good about ASRock motherboards (in terms of build quality)
I think having 4 RAM modules on your motherboard instead of 2 is better. Buying only a stick of 8 GB instead of 2 x 4 GB is a better idea, as you'd probably want to upgrade from 8 to 16 or even 32 GB in total.
The GTX 970 is starting to get old, so you're better off with the GTX 1060.
I would get a better quality power supply, though; the one you have on Build 2 (SeaSonic FOCUS) is way, way better than the EVGA one you have on the Build 1 (it's not the brand, EVGA makes really high quality power supplies, but this one you have is one of them that is not very good).
If you are able to squeeze a little bit more money, I'd get the Ryzen 5 1600 (it's only about 30-40$ more).

This is poor advice, everything about Build 1 is worse except the GPU. The ASRock board is ok, they aren't bad just low end.

There is no reason to have 4 RAM Modules, and that build has only 1 slow module. He is way better off with the 2 faster memory modules with Ryzen where it has a major effect on performance AND will run in dual channel, and who in the world is gonna go to 32gb especially on a budget build?!?

Glad to learn something; I didn't know memory speed had that big of an impact with Ryzen CPUs. I probably should have done a bit more research.
 
I've got an ASRock ab350m pro 4 board with a ryzen 1600. It's a decent board, lot of features for your money. To be honest, I got the CPU and board at Microcenter, I got the ASRock because I wanted something different and the guy said it seemed like one of the better boards they were carrying at the time.
 
I said I would rather have the Pro4 because of the two 2x PCIe x16 slots and supports crossfireX. Even if it didn't support crossfire, 2 full length PCIe slots is a plus.

I also didn't notice the one build had faster RAM. I would take that build still. But I think you should be able to mix and match the better parts from each build, and if you don't need the extra slot on the ASRock mobo then don't worry about it.

Mixing in the ASRock board wouldn't be a bad thing, its only 5 bucks more, and TBH I think I'd like it better than the MSI. Its a bit nicer model. Either way other than the board, Build 2 is better.

As for getting your hands on a GTX 1060 its kind of tough right now but this site is the best way to go to find anything in demand

Looks like a few different ones out there, you just need to decide on your budget. The more expensive ones have better cooling and higher overclocks.
