Micro Stuttering In ALL Games.

Lately, I have been experiencing a lot of micro stuttering in games, so much as to where it makes them almost unplayable. I will get a stutter, then maybe 1-2 seconds later another. this continues the entire time and does not stop, even if I restart my entire pc the stuttering does not stop. I have tried CS:GO, Fortnite, and Minecraft. It is the same in all games. These are my specs. https://pcpartpicker.com/list/2CxxsJ

I hope enabling vsync/fastsync helps. I have no experience with multiple monitors whether theres a problem there or not.

The game bar is not enabled, neither is game DVR. I have 4 monitors. My main monitor is the Asus VG248QE than I have a Vizio E241-A1, a ld-2480, and an LG UC79G‑B. My main monitor and ultrawide are both running at 144hz and the others are at 60. I have not tried vsync or fast sync.

neither of those worked, i even did a factory reset and it does the same thing.
