Randomly losing internet coupled with peripherals no longer working

Hello! I've been having an issue with my computer lately where my internet would randomly drop to limited even though my router is fine and my roommate still has internet. By chance, I discovered that when this happens, I am unable to plug in any additional peripherals. For example, once the internet drops, my keyboard and mouse still work fine; if I unplug and 'replug' them, however, they no longer work. Restarting my computer fixes the problem every time, but it is very inconvenient when it happens at unfortunate times. My suspicion is that it's a motherboard problem, but maybe it could be something else. Not quite sure how else to troubleshoot this, any help would be appreciated. Thanks!

Some things that could be important:

-There seems to be no pattern to when this happens
-My computer takes absurdly long to restart
-My rig is 3 years old

Top 1 culprit is the mainboard. Look at the Windows system eventlog, if there are strange error-messages relating to the time your system "hangs".
