New ryzen build or used Intel build for gaming

So,

I pondering wether I want too spend 800 euros for a brand new ryzen build or buy a used Intel system(according to seller its around one and a half year old) for aprox 600 euros, can probably haggle down price to 550 euros.

What i am asking is which system is the most bang for the buck. I will be playing games for the most part like pubg, csgo, ow, fortnite. Looking for medium/high graphics at 60 fps 1080p.

Brand new(around 800 euros):

Ryzen 3 1200
Asus PRIME b350 plus
8 gb corsair vengeance 2666mhz
EVGA 1060 6gb SC gaming
Seagate 1tb

I'd get the Intel system. Double the RAM, SSD and faster CPU. The GTX 970 is a little slower than a GTX 1060 6GB. Not by much. Plus it is 200€ less. Overall it is a better computer for less money.

The only troubling aspect of it is the PSU. If it is a Fractal Design Integra M. It is decent. If it is a Fractal Design Integra R2. It is a piece of garbage and should be replaced.
The problem with old Intel build is it essentially not upgradeable. However if that does not concern you, it is really good setup, that should be able to run all games.
Ryzen build on the other hand suffers from low budget - no SSD, probably crappy PSU (not everything made by Corsair is good) - but it does offer you a chance to upgrade to better CPU and more RAM.

So the answer would depend on what you plan to do later: if you wish to spend money and keep it as it is as long as you can, go for old Intel; if you wish to keep upgrading it as long as possible to increase its lifespan, go for Ryzen (but make sure you get good PSU).

The ideal situation would be upgradeability. So ryzen would be the best choice. Probably 16gb ram and ryzen 5 1500x or 1600 for streaming.

Though irc I should be able to stream with NVENC on the 1060?

I do have a computer atm which is using a corsair hx 750w which might be a better alternative. Thing is its around three or four years old.

The PSUs I was looking at is Corsair VS550 or Fractal Design Integra M 450W.
