Connect to an IP Cam behind 2 routers

I have an IP Cam (ICam2) that I'm trying to access via cell phone through ip address. The IP Cam is connected to my second router.
-My first Router (R1) IP address is 10.0.0.1 creating IP address 10.0.0.2 - 10.0.0.254.
-My second Router (R2) hook via R1 Lan to R2 Wan IP address is 10.0.0.140 creating IP address 10.0.1.2 - 10.0.1.254.
-The IP Cam IP address is 10.0.1.81 on port 60081.
On R1 I port forward 10.0.0.140 (R2) ports 60080 - 60090. On R2 I port forward 10.0.1.81 (IP Cam) Port 60081.
If my IP address was 34.56.78.90, to see my IP Cam from outside my network, would I type 34.56.78.90:60081??? Is that correct???
I cannot see my IP Cam at all. What am I doing wrong?

FYI I cannot hook up R2 Lan to Lan either.

OK. I will give up trying to FIX your network and provide just what you want.

R1 port forward to IP of R2. R2 port forward same port to IP of camera. Access via <public IP>:R1 port

Unfortunately it does. The first router belongs to my isp and I cannot seem to figure out how to connect the ip cam to their router R1. I'm able to sync it to R2 my router with no problem and I can access it when I'm connect to that network R2.

I cannot do LAN to LAN because I cannot connect my IP Cam to R1 and it will not connect to R2 when in Lan to Lan format. I already tried that. The IP Camera will not connect to the ISP Router R1 and will not connect to R2 while hooked up Lan to Lan.

FYI I cannot hook up R2 Lan to Lan either.

I can connect it to my Xfinity Router(R1) wireless or ethernet but I cannot get into the ICamera2 setup to see live video and/or change settings menu of the camera. When I connect it to my Netgear Router(R2), when I enter in the IP address associated with the ICamera, it takes me to the setup page/menu for the ICamera. So that's the problem than I guess, when I connect the ICamera to the Xfinity Router, I cannot get to the setup/menu page by typing the IP address of the ICamera. So unless I can figure out a way to get to the setup page through the Xfinity router, I must try to connect it the the Netgear router which does allow me to the setup menu page of the iCamera but is the second router..

You need to change the IP address when connecting to the Xfinity router. The subnet is different 10.0.0.x vs 10.0.1.x If you change the IP address of the camera to 10.0.0.Y instead of 10.0.1.y then you could connect. It is an IP problem on the camera.

No that the ip address behind the second router. In fact when I hook it to R1 the ip address is 10.0.0.214. I still cant access the iCamera menu when it is connect to R1. Im typing in the right ip address, thats not my issue.

What model camera is this? You have never identified it. It wouldn't be very commercially viable if it only worked with one router.
If the camera is changing it's IP address, then it is set to DHCP. That is not common. Typically a camera would have to be a static IP address to successfully port forward.

Have you done a factory reset of the camera.

I never said it can only hook to one type of router. I also had the camera set up as a static ip address when I had it hook to R2. When I have the IP Camera connect to R1, I cannot access the main page for the camera to setup the camera. The problem is that I need to connect to an IP Camera that is behind 2 routers just like the title says. I cannot connect the iCamera to the first router R1, it does not let me get to the setup page. So please, try to provide a solution that I have with my problem which is connecting to an IP Camera that is behind two routers.
