Asrock z170 extreme 4 burning smell help

I have my cpu running at 4.9ghz @ 1.25v. My cpu at idle is around 38c on be quiet pure rock air cooler.
I started to smell a burning smell so i opened the case and I smelt the power delivery while the pc was on, and it smelt like burning plastic, I touched the heatsink for the power delivery and it was hot, just like a hot bath would be (maybe lower) my software says the motherboard is on 30c but I dont believe that.
What are safe temps for a motherboard?
Naturally I turned my overclock to stock and the motherboard was a lot cooler. Luke warm. Am I okay with having my overclock? I really doubt that 1.25v would damage anything. Im a bit scared as this is my first gaming pc I've built.

Solution
Roll up a piece of paper and use that to try pin point where the smell is coming from. Fumes will be toxic so dont smell it too much.

No melting marks, the heatsink above the cpu cooler is cold to touch, its only the one with the z170 writing on it that gets super hot.

Smell is coming mostly from the left power delivery heatsink. Psu doesn't smell, I have a evga supernova g2.
