Low FPS on High end PC no ideas left

Ok so the game in question is Kingdom Come Deliverance. I have a, what I assume to be, very strong computer that I've built myself:

CPU- i7-5820k OC 4.0
GPU- GTX 1080ti 11GB Memory
Ram- 32 GB DDR4 2133MHz
MoBo- Asus x99-a/usb 3.1
PS- 1000 watts
Monitor- Asus 1080x1920 60hz

I custom built this PC about 2 years ago had a GTX 980ti up until the release of the 1080ti, never ever had any FPS issues with any game. However, with this game, I've noticed everyone with specs that are lower than mine or identical are getting much better FPS then me, not to mention my laptop gets better FPS. To compare, my laptop has smooth enough 30-40 frames on medium settings, my current desktop is getting 15-25 FPS on low settings, which should be impossible from what I can see.

I'm not completely ignorant when it comes to PC optimization and building but I have tried many fixes and cant seem to fix the problem. Here as some things I have tried:

-Disabling Vsync in and out of game.
-Changing parameters in Nvidia control panel (performance over power, disabling limiters etx)
-Update drivers for graphic card, Bios, motherboard, etc.
-Used MSi afterburn to OC videocard
-Disabled cores on CPU as game concentrates on mainly 1 core.
-Finally, because I though maybe I had badly installed drivers when I built PC or had left over drivers from old system (transferred hard drive) that may cause issues, I completely formatted my PC and did a clean install (was due anyways).

After all this I still haven't been able to get an increase in FPS and have no ideas left. For all intents and purposes I know my PC should have better FPS because my laptop has much lower specs and still runs the game much smoother then on my PC. Any help that could be provided to answer this riddle would be much appreciated. Thanks in advance.

Finally I got it to work. And just for purpose of keeping this in the records here is what happened:

My board has 4 PCIe x16 slots. The top most slot has an x99 chipset to the right and I believe my card would be to large to fit there so I installed in on the 2nd PCIe slot.

Turns out the 2nd PCIe slot was only a PCIe x16 2.0 slot and not a 3.0 slot. So I simply moved my card to the top most slot and sure enough the game runs fine. I'm willing to guess that is because a 2.0 slot didn't support the higher data rates that the 1080ti uses.

So yeah if anyone else is having this issue check your PCIe slots properly.

This happened suddenly i assume? This is weird, but it actually worked for me once...don’t know why. Probably won’t work for you, but it won’t destroy the system.

1) Turn off the system
2) Remove all RAM sticks
3) Put them back in (try same slots, if it doesn’t work, different slots)
4) Power On.

I know, weird, but it’s worth a shot.

Tried removing and re-installing the RAM didn't help with the issues. Also tried as you say removing the RAM and inserting it in the empty slots but the computer will not come on in that configuration. I'm guessing it has to do with how the RAM is required to be setup inside the PC.

And I'm willing to bet the issue was always present, but since my computer had raw power it just overpowered any issues it might have had with other games up until this point.

Maybe try clearing the CMOS. Maybe an overclock you set or some other option may have interfered with how well the system performs. Looking at what you have done, you did eliminate a good chunk of ways to solve the problem. Maybe updating the drivers didn’t help, but maybe reverting to stock settings will. You will need to reset all overclocks and settings afterwards, but the BIOS version will be what you set it at, so that’s all set.

Just tried clearing CMOS, confirmed that it was reset to factory default, still has not improved anything. The game did load in slightly slower, probably from going from 4.0ghz to the factory 3.3ghz for the cpu, but FPS remained the same. And yeah I've worked through everything I could personally troubleshoot but I'm out of ideas which is why I'm trying the forums XD.

Yeah checked out that post already and didn't work for me. I did revert the settings back though as my Laptop has the default settings, so in theory I wouldn't have to boost power on my Desktop to get better performance if my weaker Laptop runs the game better.

Ah, makes sense. Good job on your part. And yes, thanks for throwing that answer to the community. I guess it’s just one “number” which separates the best and worst performing setups, eh? Ok that’s a terrible joke, but you know what I meant.
