Ryzen 3 1200 even worth considering?

*I am new at this, I never built a PC before*
I'm trying to build a whole new system. I'm trying to upgrade from a fx-9370 to one of the current gen cpus. Parts I'm using is a 1050ti, my HDD, and my power supply. I play mainly esports titles and I'm trying to achieve 144 fps as I have a 144hz monitor. But I would also like the option to run some AAA titles at very nice detail at 1080p 60 fps.

I'm going to have to buy a new MOBO and DDR4 ram along with a new cpu..

My budget is tight.. about 300ish but I'd like to get as much bang for my buck as possible, as I am that kind of person haha.

So I'm considering two situations, get a Ryzen 1200 which will include a budget friendly MOBO, or get a i3-8100 and spend about 120 on a mobo.. basically I can stay around 200 w/ AMD or spend about 250 w/ Intel.

Questions:
1. Is overclocking worth it? Will overclocking the Ryzen 1200 give me the most bang for my buck?
2. Is Intel really better overall for gaming? Or will I be satisfied going with Ryzen?
3. I only want 144hz in the esport titles (RS6, CSGO, League), will any of these cpus handle 144hz gaming?
4. Which is the best for future proofing? I have a 1050ti ATM and I want the best head room for future upgrades. Will the Ryzen 1200 only be good enough to be matched with a 1050ti? Will the i3-8100 offer more future proof-ability?
5. Finally, suggest some build ideas or component alternatives! I'd greatly appreciate it.

And Most Importantly, Why Are You Upgrading: My CPU (FX-9370) is just getting too old and I want a fresh new system to game on.

H370 and H310 are supposed to be released this year, so I would expect them in a month or two. They'll still likely be more expensive then AMD B350 boards though.

1| Not by much.
2| 144 would be kind of impossible unless you're talking about a handful of titles. Same can be said for both the AM + Intel platform.
3| Both CPU's would be a good match, in fact a G4560 would propel your GPU without any issues.
4| We'd be best off suggesting a build for you if we knew of your budget and purchase location.

If you can hold out for the cheaper Intel boards to come out you can wait a little on the i3-8100 decision. Though I would prefer to get the Z370 board now so that you can have the potential of getting a K class processor in the future. Really your goal of high refresh rate needs as much IPC as it can get at the top end. (Though you would need a better graphics card at that point)

Ryzen is a good upgradeable platform though. Nothing wrong with an r7-1700 or future Zen2 equivalent

Honestly I would save up a little more money so that you can really feel the upgrade. With any luck memory prices might also trend back down.
