CPU: Core i5 7400 3.00ghz
GPU: EVGA GTX 1050ti SSC
Ram: 1x8 gb 2133mhz
Hdd: 1tb

The games I'll be looking to stream are:
CSGO:
-1028x768 stretched
-High settings 4x MSAA
-4x Anti-Aliasing
= AVG 300 FPS

Fortnite:
-1920x1080
-View Distance: Epic
-Other settings: High
=AVG 65-90 FPS

Battlefield 4/Hardline:
-1920x1080
All Settings: High
=AVG 90+ FPS

Solution
Yes, but I would suggest you stream using NVEnc (encoding with the GPU) to take the load off the CPU. You could CPU stream CS-GO no problem but the others will make it cry.

The quality of NVenc is a little bit lower than software CPU streaming but most people won't notice and it'll run way better.

The other option is to use Quicksync to encode (using the i5's built in GPU as an encoder) quality is arguably a bit better than NVenc, still puts almost no load on the CPU but does tend to cause heat issues (and potentially power use limits get hit) if you are running a basic cooler...and it's kind of glitchy.

Pure CPU streaming on an i5 4 core is a no go at this point; even i7 4 cores have trouble

Yes and no?
I'm not sure about the CPU, its a good one for gaming but idk about streaming. You will also (of course) need good internet.
You can try at least. Make a test stream with 720p and a bitrate of 2k or 2,5k and test if the performance stays good.
