Is it normal that some case fans are slower than the others, despite they are all a same model?

My rig is currently having 6 Noctua NF-A14 PWM fans installed. 3 of them are mounted at the front as intake fans, another 2 mounted at the top as exhaust fans, and 1 mounted at the rear as an exhaust fan as well. When I used the HWMonitor program from CPUID to read my fans' RPM reading, 3 of these fans seem to be about 11% slower than the other 3. Is it normal? By the way, all 6 fans are connected directly to my mainboard's PWM fan headers, including some fan splitters and extension cables.

Thanks a lot for your input, Mike. But I forgot to add one small detail and that is not only 3 fans are slower than the others, but their max RPM can only achieve less than 1350 RPM, which is more than 10% slower than what Noctua has specified (1500 RPM +/- 10%).
