my cpu utilization is low, yet speed is always high (i5 7500, base 3.41 but now it's always more than that), I have selected balanced plan in power options (I've even reset it's defaults) but it's still the same, power saver mode doesn't make any difference as well...
It all started after some virus/adware got installed on my pc, cpu usage was 80% even when I had nothing running, I have spent hours to remove everything, now everything is clean and cpu usage is back to normal but the clock speed stays high no matter power settings.
any suggestions? please help
