Solution
You need Q6600 (15$) and probably 7870,

Anything above 9800GT.

But important thing, you need Quad Core or strong Dual Core with hyperthreading.
Because the game will stutter.

UPDATE: I think you won't be able to run as Gam3r01 stated, because windows uses atleast 1.5-2GB (or less, not sure), and there won't be any space left for game.

If you install windows 7 you would be able to run.

Try upgrading your graphics card and RAM. Maybe the CPU might be a problem but give it a shot

That cpu isn't capable of playing GTA 5 because GTA 5 is more CPU than GPU demand, he needs quad core Q6600 atleast, and ram upgrade if he has more slots , but motherboard doesn't support it.
GPU he can buy 9800GT (512MB) and test game it should run it on lowest possible settings (the gpu should be cheap).
4GB would be "eeeh" he will be hitting page file.

I have that CPU and i had 4GB with R7 250. I couldn't run GTA 5, after Q6600 upgrade i could run 30fps lowest 1080p or 720p 30-45FPS with some slight stutter in first few minutes of game (page file) and also my gpu is DDR3 not GDDR5.
