Which one is a better pc

Solution
They will perform nearly exactly the same so I'd take the pcpartpicker one, since it has slightly higher quality components, namely RAM and PSU. Also the pre-built will probably come with a founder's edition graphics card which isn't ideal.

I would go with C
https://uk.pcpartpicker.com/list/67Qj4q
I made a couple changes to the first build. a larger m.2 SSD, more space and less cables to run. seasonic G gold PSU saves a couple bucks for the ssd and getting the same RAM at a different retailer paid for the rest.
the case is really a personal issue. ignore my case suggestion if you want. I was saving cash and decided that white with a window was wanted by you and went in that direction.

the gyazo system has slow RAM that will hinder the overclock and the tiny borderline useless SSD whole system is best avoided. IMHO
you will get several possible builds with that question.
