What upgrades should I make?

I have about $300-400 to upgrade my PC and I don't really know what to upgrade. I'm pretty sure I need to upgrade my CPU but other than that I'm lost. Here's my current build: https://pcpartpicker.com/list/Wh9qq4 and I usually play osu, league of legends, cs-go, and fortnite. At the moment I stream osu, but would like to stream all of these games. I have tried streaming league but even shoving most of my streaming tasks onto the gpu the cpu still cant handle it.

Yes, an i7 upgrade would be suitable for your goal of streaming, and is within your budget. Adding some ram might not be a bad idea either.

H81 is a bit limiting, so something like an i7-4790, i7-4771, i7-4770 would be good. Though the cheapest Haswell I7 looks to be the i7-4770k, you'll want to get an aftermarket cooler for it.

How much of a difference is there between the i7-4770k? Is there enough of a difference to make me want to get only the i7 or would it make more sense to get an i5 4460 or something so that I can fit ram in my budget because since I have two sticks of fours and only two slot I can't just expand right?

I can speak for the 4770K as I still have mine at the stock speed, it's still a good CPU by today's standards as long as it's paired with a good GPU.

For streaming it's best to get an i7. An i5 would be fine for just gaming, but you'll want the extra threads to help with the streaming workload. Don't worry about memory until you get the CPU settled.
