New computer won’t boot, green Boot LED, crashes on BIOS

New build. Boots to BIOS sometimes then crashes with blue pixels spread out. It used to read the RAM and hard drives okay and would crash in the BIOS screen with the blue pixels. I was thinking it’s a heating issue? Then I Reseated the RAM, now crashing immediately and Boot LED stays green. I reset the CMOS and short circuited the jumpers, issue persists. First motherboard was DOA and would boot 1/10 times by crashing on BIOS with the blue pixels. I got it to boot consistently with the new MoBo, but it’s still crashing and I guess I messed it up more by reseating the RAM causing the green boot LED to stay on. I’m trying to use the on-board graphics in my cpu to isolate the issue.

1TB HDD
TT 750W
