PC static noise and wierd cpu behaviour

Hello, I’m having trouble with my computer. I recently noticed that it emits static noises when I move the mouse and when things happen in the background. The noise only happens while booted into windows and gets worse in high performance power plan. The sound does not come from the hdd or psu, it comes from either the mobo, cpu, memory or gpu, but I can’t exactly narrow it down since removing any of those would make my PC unbootable. What I tried to do was: reset BIOS, reinstall windows, update BIOS, change profile in ryzen master (the clock speeds won’t change at all, there is no difference between switching profiles, only less cores), tried to install Windows 7 (the noise was present in setup) The CPU readings are very wierd, the clock speeds idle at 3,4 ghz no matter the power plan and randomly jump to 3,7 ghz. Other than this it seems to perform well, but the clock speed and noise make me nervous since I did no overclocking. The components are under warranty.

My PC specs are:
CPU: AMD Ryzen 5 1600
GPU: Gigabyte Windforce GTX 1060 6gb oc
RAM: HyperX Fury Black 8gb 2400Mhz
PSU: Segotep GP600P

Still nothing, I’ve reconnected everything and reseated the memory and the gpu, the problem persists. What I meant was that the noise is happening whenever something is loading/on every hdd read&write/on mouse movement. Might be the cpu.
I forgot to mention the motherboard, it’s Gigabyte AB350-Gaming 3
