Processor wont go above .78ghz.

So I just upgraded from an i7 4790 to an i7 8700k, but I can get the 8700k to run any higher than .78GHZ except when in windows safe mode. I know its not a temp issue because I checked and it idle its about 30c and under load about 60c. I think its a driver problem some where but I don't know where exactly. When I installed all my drivers I made sure they were all correct. I really hope someone can help me as I'm getting very upset with my $700 upgrade being total Sh*t.
 
What motherboard are you using? I had a similar issue before with another CPU on a MSI board. There was a physical switch on the board that would run the CPU at .8ghz. Sounds like a similar issue. Take a look at your motherboard manual and see if there is something similar. I dont remember what the switch was called, but it took me awhile to finally figure it out.

Question,, under load you run at 60C? AND that is at .78GHZ?? as that sounds like a heat issue to me.. and possibly other stuff too.. but if its not running at normal speed and running much slower shouldn't it be like super cool at high usage?

I don't see anything that would be like that but maybe I'm missing something, so heres my mother board: Gigabyte z370p D3.
sorry if its obvious but I am very unfamiliar with motherboard switches/drivers/bios.

Yes I believe the bios is updated I downloaded the newest update from the website, and I downloaded everything from the disk that came with the motherboard.

I do have the newest bios, and I downloaded and ran the intel cpu test and I passed.
