New Memory is Underperforming

I just finished a new build and the system seems to be underperforming quite a bit. I installed a Gigabyte B250m - DS3H Mobo, i5-7500 Kaby Lake, Aegis 2x4GB DDR4 RAM @2400, and a GTX 1060 3GB. I've done some benchmarking and the memory seems to be the most consistent issue. I've checked the slotting on the RAM and everything seems ok, but still have issues.

First make sure they are running in Dual Channel mode, Second, they may not be running at 2400MHz but at default 2133MHz, for that you have to turn XMP in BIOS and make sure it also runs at specified latency for that frequency.

I have BIOS F8 and didn't find any options for turning on XMP. The Gigabyte app that came with the mobo does, but it's grayed out and disabled. CPU-Z is saying that the memory is dual channel and running at 1200.

Than it is running at 2400MHz. At which latency ? It should get faster if you could lower it. In CPU-Z, in the tab SPD you can see at which settings it was made to work with.

I am not sure where to see what setting it was made for, but the latency is 17 at 1200mhz and it goes down to 11 at 800mhz.

Latency/timings have very very little impact on real world use.

If cpu-z says its running 2400 dual channel them it undoubtedly is.

In what respect do you actually think the system is underperforming ??

I've done a few benchmarks and all of them have given the memory fairly low marks. The games I've tested seem very fuzzy and textures don't pop as quickly as they seemed to with my older equipment. To be honest, this is my first build and I am making the assumption that the memory is the issue solely based on the benchmarks that I've run.
