I have a issue with my overclock, even that i overclocked to 4.8ghz , when i do a stress test or a video rendering the clock goes down to 4.3 - 4.4ghz, can someone help me with this think ?
The cooling sistem on the procesor is an active one on liquid i don't know the model for sure.

I must say that i own two pc with the same procesor but diferent motherboard and on the other one i don't have a isue the processor stais at 4.9ghz all the time no matter what.

PC Specs:
Motherboard Name MSI Z370-A Pro (MS-7B48)
Video Adapter GeForce GTX 1080 Ti (11 GB)
CPU: Intel Core i7-8700K

Solution
AVX setting in BIOS I think is the culprit here. When using AVX programs, the downclocks will happen in correlation with AVX setting in the bios e.g clock @4.9ghz with an AVX setting of 2 will reduce clock to 4.7ghz - clock @4.9ghz with an AVX setting of 3 will reduce clock to 4.6ghz and so on.

Had a similar problem with my 8600k that required me to reduce the AVX setting to 1 for stress testing. As a result I get 4.8ghz instead of 4.9ghz on AIDA64, though I've disabled AVX in prime95 26.6 so I get my full clock speed for that stress test and Intel XTU seems to ignore it. I'm not sure you want to lower your AVX setting so low, however, as I think in video processing/rendering AVX is used. Someone else could weigh in on that.

As far as...
You should also monitor the TEMPERATURE. Not sure when it throttles though I know it's probably at least 90degC, and Intel recommends you keep the Intel below 80degC for sustained usage.

It's probably the MCP as suggested above though, so experiment with the BIOS settings related to that and others.

Make sure the VOLTAGE isn't way overkill too. That's reflected in the temperature so if you creep above 80degC you may want to look into how to fine-tune things... which may even mean going closer to 4.6GHz (all cores) if the cooler can't handle more.

As far as your clocks are concerned you could try disabling C-States in the BIOS and changing the power option in windows to High Performance when video rendering/gaming to force your clocks and see what happens. You might have to have 2 seperate BIOS profiles: one for stress testing/gaming{0 to 1 AVX} and one for video rendering {AVX set to whatever you need}.

Bear in mind that on some versions of the BIOS on some motherboards disabling AVX outright is not possible. I can't do so on my Extreme4 on the latest BIOS version, but could do on previous versions.

Hope this helps somewhat.

@mrfungi so much information there thanks a lot, in gaming such as battlegrounds i noticed that my processor stays at 4.8ghz all the time, so in rendering like premiere pro it goes down to 4.3-4.5ghz... i quess i will be ok with that since this way it keeps my processor cooler. I will try disabling the AVX in bios if i can do that and see how that goes on.

How i said on my other computer i overclocked it at 4.9ghz with 1.290 voltage and it's stable with no problems and temps are below 80 when stress tesing, but my motherboard on that computer is an Z370 GAMING PRO CARBON

No worries Break_TV. You might want to look at this https://forums.anandtech.com/threads/what-common-desktop-applications-are-using-avx-and-avx2.2498660/ as it might be beneficial towards what you're doing regarding AVX and video rendering/processing. You'll know more about what they're saying than me!

So the behaviour you're experiencing appears to be normal and there's nothing apparently insidious going on, cool :) Good voltage and temp for that clock on your other CPU too. Below 80c is always good. Is that air cooled?
