System not starting after shutdown

So I've had this issue for a while where my system will run all the fans and light up all the LEDs in the case, but not the display, mouse or keyboard. This only happens if I have recently shut down the PC however. I suspected it was a motherboard problem, and replaced it but I'm still having the same problem, could this maybe be a faulty PSU? Do I need to buy a replacement?
 
Solution
Just leave one RAM stick, boot drive, keyboard & mouse. Disconnect, unplug everything else.
If you can access the BIOS, reset it to default settings.

AS rock h97m pro 4 motherboard
Intel 4670k CPU
MSI GTX 970 GPU
4x 8gb RAM (2 different sets)
Corsair CX 600 m PSU
2 TB HDD
Samsung 850 Evo SSD

The placement of the ram sticks may be off then, the for slots are alternating blue and black, I put the same sticks in the same colors, I don't know if that is the correct way?
 


The placement of the ram sticks appear to be fine, if you placed the matching pairs in the same color.
The issue might be related to using two set of kits
Place one set on the black slots and remove the second pair and see if you encounter the issue.
Then remove that pair and try the other set.
For dual channel configuration, you always need to install identical kits (same brand, speed, size and chip-type)

The problem just got worse... The same thing happens now like it did before I replaced the motherboard, the PC won't start at all, even though all the fans are running and everything. Moving the ram sticks around and only placing one pair at a time in didn't help. I don't think the problem is the motherboard unless it broke again within 3 week of getting the replacement, it is the same motherboard I had before. what could be the problem?
