16 gb ram + 8 gb = 24?

I currently have 8 gb ram:

I want to buy this one instead:

It's the same speed, but it's 16 gig. I cant go for DDR4 because of my motherboard.
Since it is the same speed, and there will be 4 sticks in total, will it equal to 24 gig?
I read some threads here and some say it works, some say it doesnt,
So is there a definite answer?

1333 with 9-9-9-24 is actually the same with 11-11-11-28 and 1600 mhz. But since it works, you can experiment yourself and set manually both frequency and timings i.e. set 9-9-9-24 and 1600mhz, leave the rest as Auto.
If system cannot post, and there is no Bios Boot Guard, you may just have to reset to bios defaults (reset cmos) and try again. Either way you are not going to see any real difference between 9-9-9-24 1333 and 9-9-9-24 1600 but you could give it a try.
One set is cl9 and the other cl10. Their advertised frequency doesn't say much. When frequncy, timings and voltage is the same then there is higher chance they would work together. Now it's hit or miss. You may have to configure timings manually to make them work, but no there is no definite answer plus if they do work, you may get caught up with instability. Why are your timings set at 11-11-11-28? G-skill says they should be running at 9-9-9-24 with 1600 mhz.
 
Mine works with different speed RAM and different model RAM but it is both G.Skill. Although I keep it with only 16GB installed most of the time because I never need more than that. I can't speak for yours though but I'd get the RAM anyway if you need 24GB. It will probably work.

Honestly I dont know, It's always been like that through multiple windows reinstalls. I never touched RAM settings at all.
