Overclocked GPU killed my other GPU?

Hello,
The other thay i built a new computer with a Nvidia gtx 1050 ti (msi) instelled directly to the motherboard and a r9 280x (gigabyte) installed through a riser. I was able to install the drivers for both GPUs and everything was running smoothly, so I decided to overclock my Nvidia gtx 1050 ti but i went to far overclocking it and got a black screen with the PC still on.

I decided to restart my PC but, when it turned on the Nvidia GPU was completely fine. However, it wasn't recognizing the r9 280x which i didn't even try to overclock.

It is not a problem of the riser as i have tried another card in the same riser and works perfectly. I have also tried reinstalling the drivers in safe mode but my GPU doesn't even appear on the device manager. I have also tried flashing the bios but, on the DOS it says that there is no adapter found (also i don't think that is the problem because it has a dual BIOS). Finally I decided to bridge both of the GPUs BIOS with a cable but still nothing. I don't think that this card is dead as it wasn't overclocked and the fan and BIOS button still turn on.
Can anyone help me with this problem?

If you remove the riser and remove the Nvidia card, so the computer has nothing installed in those slots, then install the AMD card as your videocard, will it work?

If no, I think the card might be dead. The fan turning on just means the fan is getting power, it doesn't necessarily mean the card is fine. It's possible that even though you thought you were only overclocking the Nvidia card, maybe the AMD card was also affected in some way.

No it doesn't work, I think that windows boots but I get blackscreen. I also forgot to mention that when i try to install the drivers for the r9 280x sometimes i get error 173, which means that no amd hardware connecte to the pc, and sometimes I get error 175, which means that the amd gpu connected to the motherboard is not compatible with the drivers.
