My PC desktop won't fully shut down when I click 'Shut down' after adding PCIe ethernet adapter

Hi guys, recently a lighten storm arrived in my area and took all the power from my home for a few minutes. My pc was on during this and now my motherboard's Ethernet port doesn't work.

So I went and bought a PCIe Ethernet adapter as a replacement. (Along with a surge protector this time).

The installation for it went smoothly but now every time I want to shut off my PC, the screen will say, 'Now shutting off' and then the screen loses signal but my pc, keyboard and mouse are still lid and running. I can still shut it down completely by holding down the power button but now I have to keep doing this to fully shut it down.

I know it's the adapter because when I take it off, it shuts down normally.

So what do I do to make my pc shut down normally with this new Ethernet adapter?

Specs are:
-Windows 64*bit Ultimate
-32gb of DDR4 RAM
-i5 6600k *not overclocked*
-GTX 1070 4gb

I'm sorry, start a what? Also where do I check that under bios?

Man, I was hoping this one would do it, it did have a tab and had 'wake the computer' on. Turned it off, didn't fix it.

I also have this other Ethernet connect adapter with various options under Power Management.

It is listed right below your new Intel Ethernet Connection in "Network Adapters". Just right click it and choose Disable. Perhaps it's conflicting with your new Ethernet card.

No luck, even disabled everything under Network adapter, including my new pcie adapter and the pc still shuts off with the desktop still running. I now fear I am limited to any more options...
