New PC, no signal detected after windows logo

Hey guys
So I just replaced my motherboard, cpu, gpu, ram and psu and wiped my SSD, and when trying to boot the windows installation disc, it shows the win10 logo before the screen goes black and my monitor informs me that "no signal detected". UEFI bios works fine though.

Motherboard: ASRock AB350M-HDV Motherboard
GPU: EVGA Geforce GTX1060 3G
RAM: Corsair Vengeance LPX 16GB Kit (8Gx2) DDR4 2133
CPU: AMD Ryzen 5 1500X 3.5Ghz/4 Core/18M/65W AM4 Boxed CPU

From various searches online, this would appear to be an issue with the motherboard attempting to use integrated graphics instead of dedicated graphics. However, as previously stated I have an AMD processor so no integrated graphics. I have also taken the new graphics card and put it in my old setup, no issues there so I doubt it's a problem with the GPU. Before wiping my SSD clean in an attempt to clean reinstall I also tried booting in low res enabled mode as well as safe mode, but to no avail. I've tried meddling with bios settings, but don't think I've found anything related. "North Bridge Config" only has "IOMMU" (enable/disable/auto) and "SR-IOV support"(enable/disable), and the primary video adapter is set to "Ext Graphics (PEG)" with no other options available. Have also attempted using a HDMI cable instead of the DVI-D cable from the graphics card to my monitor, same thing happens.

At the moment the screen goes black, I hear the case/cpu fans speed up a lot into a very noticeable whir, but the gpu fans are dead.

Currently have no OS installed, and no way to load the OS installer since screen goes black before any prompt shows. Already wasted a day on this, any help would be appreciated. Thanks in advance :)
