Is it ok if the cpu cooler when i touch it to wiggle

I have an msi core frozr cooler for cpu and it is mounted very well and the screw are tight but when i was puting the power on my gtx my hand has touched the cooler and it moved i mean like moved but in place this is what i mean like when a tree move because of the wind but it is in place i know it is a bad comparison but to make sure that you understand me and thank you guys.

Hello i have checked the temp using hwmonitor and idle the temp are between 19 and 30 at max and while gamig for about 2 hours on assassins creed the temp is 63 degree at max
