Computer not posting, getting long DRAM LED with a short CPU LED burst after a new heatsink install.

I recently bought a Corsair H60 liquid cooler and installed it in my build. I didn't have any issues other than having to remove the backplate off my GPU to free up space. When I turned it on, It posted a long DRAM LED with a short CPU LED following. I cleaned the board and CPU with 99.9% isopropyl alcohol, tried with just the CPU installed, tried with just the ram installed, and everything boots. The CPU still gets hot to the touch, the RAM works with a single stick (although it posts a VGA error LED when I have a single stick), the GPU still works (boots and lights, fans work) and I even went so far as to put the build back the way it was to no avail. Is there anything else I could do to attempt to fix this problem?

Build:
i5 6500
XFX RX580 Black Edition
Corsair H60
MSI b150m pro gaming (2 ram slots, 1 pcie, red and black, support for 6th gen Skylake only, cannot find it on the internet anywhere)
Team Dark 3000 (board only clocks to 2133)
WD Blue Caviar 7200rpm

This build was built in 2016 with a major budget in mind and had only had a single upgrade until this point.
 
Solution
the newer cpu intel and cpu coolers had issiues not crushing the lid of the cpu into the cpu or damaging the cpu slot. on the cpu itself try losing a little bit the heat sink screws see if the post changes.
