Let's start from the begining:

Costumer has a dated system, with an AMD FX-6300, Asus M5A78, 1x8GB 1600, generic case, and a 600W PSU (I don`t have the brand and model right now).

The problems started with the old XFX AMD Radeon HD 7870 that stopped working them he bought another XFX card the AMD Radeon RX 460 that was a second hand card and again it died after 6 months, he used the system with no Graphics Card for a time and bought an NVIDIA 1050 (or 1050Ti) that died after 2 months.

I will get his computer tomorrow to diagnose what is making the Graphics Card die.

How can I diagnose his computer without killing any of my components?

Important notes:

Costumer uses the case with the side open.
Case is on floor, I found lots of dust on HD 7870.
His house has serious problems with humidity, lots of rust spots on the HD 7870 also.
He said one day that he will be using one of these old stabilizers, I don`t know the right reason.
He uses an big screen (40 inch) through HDMI
Where I live voltage is 220V with dedicated ground, I do not know if its computer is grounded.

Thanks for everyone that helps me, and sorry about my english

Solution
I'd start with the psu. Use a monitoring program like HWINFO to check the voltages during load, gameplay etc.(in your friends rig, not yours)
Perhaps a dehumidifier and air purifier will clear some of the moisture and dust from his environment.
